Notification of Strengthening COVID-19 Prevention and Control Measures in Haizhu District

当前疫情防控形势依然严峻复杂，为快速有效阻断疫情传播，实现科学精准防控，切实保障辖区内群众生命安全和身体健康，经专家研判，决定11月11日0时至11月13日24时强化全域疫情防控措施。现将相关事项通告如下：

The current situation of epidemic prevention and control in Haizhu District remains challenging and complex. In order to quickly curb the spread of COVID-19, deliver effective results, and protect people’s health and safety in the district, Haizhu District COVID-19 Control and Prevention Command Center has made a deliberate decision to strengthen COVID-19 control and prevention measures from 0:00 on November 11 to 24:00 on November 13. Relevant measures are hereby notified as follows:

一、强化社区管控。所有市民原则上居家，在严格落实个人防护的前提下，每天每户可安排1人，按照“分时有序、分区限流”方式，就近购买基本生活必需品，或到小区、指定区域无接触式领取网购生活必需品。社区小区、城中村、产业园区严格实行封闭式管理，入口严格实行测温、扫场所码和查验24小时核酸阴性证明。对因就医等确需外出的人员，由街道社区防控办公室出具证明并做好审核登记，并闭环管理。

1. Strengthen community control. All residents are required to stay at home. With careful personal protection, only one person in each household is allowed to buy daily necessities on a staggered schedule and with an area-based cap on the people flow, or collect delivery packages without contact in the community or designated areas. All residential communities, urban villages, and industrial parks shall be put under closed-off management, and measures shall be strictly implemented at the entrance such as temperature checks, venue code scanning, and checks of 24-hour negative PCR test results. Residents who really need to go out for medical treatment shall be approved by the subdistrict community prevention and control office and get registered to obtain a certificate to ensure closed-loop management.

二、强化交通管控。地铁、公交、出租车、网约车暂停服务。内环路、华南快速、南环高速、南沙港快速路保留作为跨区通道，上述通道在海珠区内的出入口封闭。全区其他路段实施临时交通管控，除保障城市基本运行、医疗、应急和疫情防控相关车辆，在落实相关管控措施的前提下，持市、区防控办及相关职能部门核发的《车辆通行证》予以通行，其他车辆（含电动自行车）不流动。

2. Traffic control measures shall be tightened. Metro, bus, taxi, and car hailing services will be suspended. The Inner Ring Road, Huanan Expressway, South Ring Road, Nansha Harbor Expressway will be reserved as cross-district accesses, whose entrances and exits in Haizhu District will be closed. Temporary traffic control measures shall be implemented on other roads in the district. Vehicles responsible for meeting the city’s basic needs of transportation, medical service, emergencies and for COVID-19 control and prevention and with the Vehicle Passissued by the municipal or district COVID-19 Control and Prevention Command Center or competent functional departments can be granted access to roads in accordance with relevant COVID-19 control measures. Other vehicles (including electromobiles) are required to stay put.

三、强化限制人员流动。参与疫情防控、医疗服务、城市运行、应急处置等确需外出人员，由所在单位核发工作证明，所有出入人员落实查证、验码、测温、登记、身份核验等措施。其他人员居家办公，或就地转为社区志愿者，向所在社区报到，全面参与社区防疫工作和社区服务。

3. Residents’ movement shall be controlled ina stricter manner. Residents engaged in COVID-19 control and prevention, medical services, public services, and emergency response that haveto leave their homes shall obtain working certificates from their entity. Measures including certificate check, code check, body temperature taking, registry, and ID verification shall be implemented on everyone entering and exiting. Apart from those above-mentioned, other people are required to either work from home or work as volunteers in their local communities to help fight COVID-19 and serve the residents.

四、强化重点场所和机构管理。各高校、职业院校和技工院校实施封闭管理。中小学阶段学校、幼儿园暂停返校及线下教学。校外培训机构暂停线下教学，托育、托管机构暂停服务。养老院、月子中心等重点场所和机构封闭管理。

4. COVID-19 control and prevention measures shall be strengthened in key sites and institutions. Universities, technical and vocational education and training institutions will be placed under closed-off management. Primary schools, secondary schools, and kindergartens shall be closed and their in-person classes suspended. All training institutions shall suspend offline teaching, and nursery and childcare institutions shall suspend their services. Nursing home, postnatal care center and other key sites and institutions will be put under closed-off management.

五、强化经营性场所管理。除保障市民生活和城市基本运行的水、电、燃油、燃气、通讯、环卫、药店、医疗机构、生活超市等行业和场所正常运行外，其余经营性场所一律暂停营业。进入以上场所须持有24小时内核酸检测阴性证明。

5. COVID-19 control and prevention measures shall be strengthened in business sites. Apart from providers of public services such as water, electricity, fuel, gas, telecommunication, sanitation, and pharmacies, healthcare institutions, supermarkets, all businesses shall suspend operations. Visitors must present their 24-hour negative PCR test results before entering the above-mentioned venues.

六、做好全区全员核酸检测。全区市民按照“应检必检，不漏一人”的要求，有序参加各轮次核酸检测，按所在街道社区通知分时段参加核酸检测，严格做好个人防护，规范佩戴口罩，保持1米以上距离，采样完毕立即返回居所。

6. District-wide mandatory PCR tests shall be strictly implemented. This testing is universal and should cover every household and every individual. All residents shall follow the notifications and instructions of their subdistrict or community and get tested in the designated time slot. Residents are required to practice proper protective measures. They shall wear a mask correctly, keep a social distance of at least one meter, and return home once the testing is done.

七、做好市民生活服务保障。加大生活必需品保障力度，加快调运配送，确保供应充足、价格稳定、配送及时。统筹医疗资源，畅通就医通道，切实保障市民群众特别是孕产妇、血透、放化疗等特殊患者的应急就医需求。

7. Essential services for residents shall be guaranteed. Double efforts will be made to ensure enough and timely supply of necessities with stable pricesand accelerate supplyshipping. Medical resources will be mobilized to make smooth medical services available to effectively meet the needs of residents, especially pregnant women and those special patients who are in need of hemodialysis and radiochemotherapy.

8. All subdistricts in Haizhu District shall establish teams to provide essential services. 24-hour service hotlines and medical consultation hotlines shall be set up to respond to residents’ demands in a timely manner.

上述措施，将根据疫情防控形势动态调整。对不履行主体责任、拒不执行防疫要求造成疫情传播的单位和个人，将依法追究法律责任。　

The above management and control requirements will be adjusted dynamically according to the changing COVID-19 situation. Entities and individuals who fail to fulfill their obligations or refuse to implement COVID-19 control requirements will be held legally responsible if their actions have led to the further spread of COVID-19.
