玉龙片区位于清水河总部新城西侧，已纳入笋岗—清水河重点区域范围；玉龙填埋场环境修复项目纳入市重大项目。此次罗湖发起玉龙片区概念规划和城市设计国际咨询工作，旨在向全球优秀设计机构征集最具创意的城市设计理念和先进的规划设计方案，指导片区高起点规划、高质量开发、高标准建设。

作为清水河总部新城的核心拓展区和开发主战场，玉龙片区未来将成为清水河总部新城的核心拓展区和开发主战场，联动周边区域聚焦“科技研发+总部经济+创新应用”，打造高质量的生产、生活、生态融合的总部企业园区。

是深圳市21个重点开发建设区域之一的

笋岗—清水河片区的核心区域

也是广深港澳科技创新走廊的重要节点

连片土地提供了充足的产业空间。预计五年内释放产业空间103.8万平方米；远期释放产业空间279.7万平方米。

片区交通枢纽优势明显。有地铁14号线（建成）、17号线（规划）、25号线（规划）和深汕高铁（在建）等4条轨道交通；已完成红岗路改扩建、玉平大道南延通道交通详细规划方案研究；未来五年将新增或改造道路21条，总长22.9千米。

片区自身生态环境优越。背靠银湖山郊野公园，面朝红岗公园，被银湖山三面环绕，有着“一园、一河、一山、一库”的生态基底。玉龙填埋场完成环境修复后，连同玉龙新村棚改用地，将释放约30万平方米连片开发建设用地，成为政府手中位于原特区内面积最大的连片用地。

The International Consultation on

Conceptual Planning and Urban Design

在全市大力发展“20+8”战新产业和未来产业集群的背景下，清水河总部新城正在成为罗湖区引领产业转型升级、创新发展的核心承载空间，致力在区域协同、经济转型、产业创新、民生提质、生态文明等方面树立标杆。

当前，深圳正在以先行示范标准打造“无废城市”标杆城市。玉龙片区位于清水河总部新城西侧，被银湖山三面环绕，其中北侧玉龙填埋场正实施环境修复工作，未来将与南侧发展备用地连片整合，成为清水河总部新城的核心拓展区和开发主战场，联动周边区域聚焦“科技研发+总部经济+创新应用”，打造高质量的生产、生活、生态融合的总部企业园区。

咨询范围

SCOPE OF CONSULTATION

咨询范围包括规划研究范围与城市设计范围两个层面。

The scope of international consultation

includes two levels,

namely the scope ofplanning research,

the scope of urban design.

规划研究范围西至银湖山，南至红岗公园，北至红岗路-临平一路，东至广深铁路，约为2.8km²。

The scope of planning research extends to

Yinhu Mountain in the west, Honggang Park

in the south, Honggang Road to Linping

1st Roadin the north, and Guangshen

Railwayin the east,covering an area of

approximately2.8square kilometers.

城市设计范围西至银湖山，南至环仓南路，北至油气路，东至清水河三路，约为44ha。

The scope of urban design extends

toYinhuMountain in the west,

Huancang SouthRoadin the south,

Youqi Road in the north,

and Qingshuihe Third Road in the east,

covering an area of approximately

44 hectares.

报名要求

REGISTRATION

REQUIREMENTS

1.本次国际咨询采用全球公开报名的方式，不设资质要求。

1. This international consultation adopts

themethod of global public registration

withoutqualification requirements.

2.任何熟悉中国国情并具有以下类似设计经验的团队将优先考虑：

2. Any team familiar with China’snational

conditions and similar designexperience

will begiven priorityabout the

following aspects:

a) 具有解决复杂城市交通问题的研究能力与经验；

a) Having research ability and experience

insolving complex urban traffic problems;

b) 具有城市基础设施上盖综合开发的城市设计或建筑设计经验；

b) Experience in urban design or

architecturaldesign forcomprehensive

development ofurban

infrastructure overlay;

c) 具有解决山地环境治理、生态修复及公共空间设计经验；

c) Experience in solving mountain

environmental governance, ecological

restoration, and public space design;

d) 具有先进产业园区规划设计经验。

d) Having experience in planning and

designing advanced industrial parks.

3.允许联合体参赛，联合体成员数量不超过三家。

3. The consortium is allowed to participate

inthe competition and the number of

membersof the consortium shall not

exceed three.

4.以联合体参赛的，联合体各成员不得再单独或以其他名义与其他参赛单位组成联合体参与报名，联合体各成员需签署具有法律效力的《联合体协议》，并明确牵头单位、各方工作分工等。

4. If a consortium participates

in thecompetition, its members shall not

forma consortium with other participating

unitsalone or in other names to

participatein theapplication.

Each member of theconsortium

shall sign the ConsortiumAgreement

with legal effect and clarifythe lead unit

and the division of work ofall parties.

5.参与本次咨询活动的规划设计人员应为该设计机构的在册人员，首席规划设计师须由主持过多个同类型规划设计项目的负责人担任，且必须直接参与本次国际咨询全过程。为确保证本次国际咨询背景和相关要求的准确理解，项目人员中应至少有一名通晓汉语的人士。

5.The personnel participating

in thisconsulting activity should be

registeredpersonnel of the design

agency,and thechief planning designer

must bethe personin charge of multiple

similarplanning anddesign projects,

and must directly participateintheentire

process of this internationalconsulting.

To ensure an accurate understandingof

the background and relevant requirements

ofthis international consultation, at least

one member of the project staff should be

fluentin Chinese.

6.Individuals and individual combinations

are not accepted in registration.

咨询程序

RULES

本次国际咨询分为“报名及资格预审”“方案设计”“成果评审”三个工作阶段。

The international consultation is

divided intothreeworking stages:

"registration and prequalification",

"scheme design" and

"achievement review".

报名及资格预审阶段：

主办方依法组建资格预审委员会，综合考虑公司资信、公司相关业绩、团队实力等，评选出6家资格预审阶段入围单位（无排序），及2家备选单位（有排序）进入方案设计阶段。

Registration and prequalification stage:

The sponsor shall establish

a pre-qualificationcommittee

according to law,

comprehensively consider the company’s

creditworthiness, relevant performance

of thecompany, team strength, etc.,

and select 6shortlisted units in

pre-qualification stage

(without ranking) and 2 candidate units

(with ranking) to enter the scheme

design stage.

方案设计阶段：

入围的6家机构按照国际咨询任务书要求完成方案设计，并将完整成果提交给主办方。

Scheme design stage:

the six shortlisted institutions complete

thescheme design according to the

requirementsof the international

consultation assignment

and submit the complete achievements

tothe sponsor.

成果评审阶段：

由主办方组建方案评审委员会，进行方案评审及排名，对应单位将获得相应奖金。

Achievement review stage:

the sponsor shall establish a scheme review

committee to review and rank the schemes,

and the corresponding unit will receive

the corresponding bonus.
